Uptime in Seconds metric.
FACT_OS_REBOOT_LATEST: This is calculated as the seconds difference between the latest OS reboot time stamp and the current system time stamp.
FACT_OS_REBOOT_COUNT: This is calculated as the seconds difference between the OS reboot time stamp and the previous reboot time stamp
Methodology: Kimball Star Schema.

Grain: Latest Operating System (OS) reboot on a Device at a given timestamp.
