Updates may not be installed with Fast Startup in Windows 10

Description
- Windows 10 has a "Fast Startup" feature which is likened to a Hibernate power state.
- This means a shutdown is no longer a full shutdown and cold-boot.
Environment
Patch Management on Windows 10Solution
- If possible, disable "Fast Startup" feature.
- If "Fast Startup" feature is to be left enabled, then we must perform a manual reboot to ensure this Hibernate power state is not being used.
- Otherwise, ensure Windows 10 devices have a Patch Reboot Maintenance Window in place during device up-time.
- This is a problem documented by Microsoft as the feature does not perform a normal shutdown which leaves patch status incomplete.
